DEFINITION
To participate in the coordination, direction, and supervision of the Department of Public Works including streets, drainage, traffic, sanitation, engineering, landfill, and other divisions as assigned; to participate and manage in the coordination of public works activities with other City divisions and departments; and to provide highly complex staff and engineering assistance to the Director of Public Works.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Director of Public Works.

Exercises direct and indirect supervision over superintendents, division supervisors, service maintenance and clerical staff.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES
Essential and other important duties and responsibilities may include, but are not limited to, the following:

Essential Duties and Responsibilities:
Participate and supervise coordinating goals and objectives as well as administering policies and procedures necessary to provide the Public Works Public Works Department services; participate in developing new and modified systems, policies, and procedures.

Participate and supervise the preparation, development and evaluation of highly technical studies, reports and analyses related to public works maintenance and construction services and activities; develop and implement technical systems; analyze and evaluate study results.

Participate in developing and administering the departmental budget; assist in the forecast of funds needed for staffing equipment, material and supplies; monitor and make recommendations to the Director of Public Works on the approval of expenditures.

Coordinate and supervise the Streets Superintendent implementation of the directives of the Director of Public Works, in the program of street maintenance and repair work including such things as street resurfacing, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement and maintenance.

Coordinate and supervise the Drainage Superintendent implementation of directives of the Director of Public Works in the program of drainage maintenance and repair work including such things as storm drain and culvert maintenance, and storm pump operations and maintenance.

Coordinate and supervise the Solid Waste Superintendent implementation of the directives of the Director of Public Works, in the program of solid waste services including such things as garbage and trash collection and landfill operations and maintenance.

Coordinate and supervise the Traffic Superintendent implementation of the directives of the Director of Public Works, in the program of the Traffic Division including but not limited to signage, signal installation, facilities, etc.

Coordinate and supervise the Environmental Operations Manager and Landfill Superintendent implementation of the directives of the Director of Public Works, in the program of solid waste services landfill operations and maintenance.

Meet with vendors and outside service providers to evaluate services and products.

Monitor and supervise the investigation and response to citizen complaints and maintain normal working hours at City Hall.

Coordinate the preparation of cost estimates and engineering reports for streets, drainage system maintenance and repair activities and sanitation services.

Coordination and supervision of other divisions as assigned to the Department of Public Works.

Perform related duties as assigned.

Other Important Responsibilities and Duties:
Oversee the maintenance of time, material and equipment use records; ensure proper requisition of supplies and materials.

Make recommendations to the Director of Public Works regarding the purchase of equipment and assist in the development of specifications.

Ensure the adherence to safe work practices by Public Works personnel. Work with the City’s Safety Officer and division superintendents to improve current safety programs and implement new programs.

QUALIFICATIONS
Modern and complex principles and practices of Public Works management.
 
Principles of personnel administration, supervision, and training.
           
Materials, methods, practices, and equipment used in Public Works  services activities.

Types and level of maintenance and repair activities generally performed in streets, drainage system maintenance program, building maintenance and sanitation services, municipal traffic operations.

Occupational hazards and safety precautions necessary in the work.

Principles of organization, administration, and budget management.

Ability to:
Plan, organize, and implement a comprehensive program of maintenance and repair work for public works facilities.

Conduct studies, prepare comprehensive reports and determine cost-effective ways for providing public works services.

Communicate effectively, both orally and in writing.

Select, supervise, train, and evaluate supervisory service maintenance and clerical staff.

 Interpret applicable laws, rules, and regulations.

Prepare and analyze public works maintenance and service reports, statements, and correspondence.

Participate and assist in the development and administration of the Public Works departmental budget.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way would be:
 
Experience:
Three (3) years of increasingly responsible public works administration experience.
           
Training:
Equivalent to a Bachelor of Science degree from an accredited college or university with major course work in engineering, technology and public administration or a related field.

License or Certificate:
Possession of, or ability to obtain, an appropriate Texas driver’s license.

Possession of, or ability to obtain, a certificate of registration as a Professional Engineer in the State of Texas within 12 months of appointment.
