JOB SUMMARY
Perform professional accounting work for a variety of functions within the City’s Finance Department.  Coordinates and performs advanced level professional accounting activities, involving the research and analysis of financial transactions and the reporting of municipal finances.  Responsible for performing a variety of duties related to the functions of accounting, including balancing, posting, reconciling, troubleshooting and financial reporting.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Assistant Finance Director.

Provides direction and support to other accountants, technical and clerical staff.

EXAMPLES OF IMPORTANT RESPOSIBILITIES AND DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following:

Maintain the integrity of accounting data by reviewing and analyzing a variety of accounting transactions for accuracy and by preparing journal entries to record and adjust financial transactions as needed.

Performs a variety of activities related to grants, including the preparation of financial reports for grantor agencies, monitoring of grant budgets and analysis of grant activities.

Assist with month-end and year-end accounting closings by reviewing and verifying the appropriate data has been captured; prepare correcting or adjusting entries as required.

Assist in the preparation of Annual Comprehensive Financial Reports and Single Audit reports by reviewing, reconciling, compiling and evaluating accounting records, preparing year-end audit work papers and supporting schedules for individual funds. 
Recommend or implement changes in automated financial systems and procedures; coordinate and provide training for users in the operation of automated financial systems.

Provide general support to the accounting and technical staff and assist citizens and outside departments and agencies with a variety of accounting related matters.

Assist external auditors with financial audit of city; provide financial statements and information as necessary.

Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:
Principles and procedures of financial record keeping and reporting.

Accounting theory, principles and procedures and their application to a variety of accounts, transactions and problems in a municipal government.

Generally accepted governmental accounting principles.

Pertinent Federal, State and local laws, codes and regulations.

Automated financial management systems.

Modern office methods, practices, procedures and equipment.

Ability to:
Analyze and interpret fiscal accounting records, solve complex problems and prepare accurate and complete financial reports.

Interpret and apply pertinent Federal, State and local laws, rules and regulations.

Prepare complex, high-level spreadsheets.

Communicate effectively, both orally and in writing.

Establish and maintain cooperative-working relationships with those contacted in the course of work.

Maintain physical condition appropriate to the performance of assigned duties and responsibilities, which may include the following:
  • sitting for extended periods of time
  • operating assigned equipment including computers and adding machines.
Maintain effective audio-visual discrimination and perception needed for:
  • making observations
  • reading and writing
  • operating assigned equipment
  • performing mathematical calculations
  • reviewing the accuracy of financial records

EXPERIENCE AND TRAINING GUIDELINES - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Three (3) years of progressively responsible experience in accounting or closely related, preferably at a city or other governmental entity.

Training:
Possession of a Bachelor of Business Administration degree from an accredited college or university, with major course work in accounting.
