- Advise BTRP on department-wide acquisition planning and execution
- Provide acquisition expertise and hands on support to the BTRP Project Team for their preparation of procurement request packages and modifications (example documents include statement of work, work breakdown structure, proposal content and evaluation criteria, market research report, justifications for non-competitive actions, contract data requirements list, determination and finding, etc.)
- Support BTRP acquisition efforts including analyses of offeror capabilities, support of cost reasonableness and realism determinations, technical estimates and evaluations, general proposal reviews and related analytical work
- Support BTRP program financial management activities needed for BTRP acquisition program execution
- Document acquisition best practices and lessons learned, and make recommendations to adapt, apply, and embed those practices throughout the project life cycle
- Assist in tracking acquisition project-essential data
- Maintain awareness of, and perform analyses of, evolving acquisition policy type matters such as best practices, acquisition reform efforts, updates to acquisition and procurement policy, regulations, and legislative changes
- Provide expertise and advice regarding acquisition policies and approaches
- Assist in development of performance metrics to track contract actions throughout the acquisition lifecycle
- Support the review of cost estimates for BTRP acquisition efforts
- Provide acquisition expertise to assist in the development of BTRP program sustainability assessments to determine the ability of partner countries to accept and sustain BTRP projects
- Provide acquisition expertise to support the development of sustainment plans, analyses, and related supporting documents
- As requested, conduct market research to identify new technologies, tools, and methods to conduct or support BTRP programs
Requirements
- Secret clearance is the minimum accepted.
- Minimum 3 years of experience specializing in solicitation management.
- BA/BS degree.
