Background
The mission of TMT International Observatory LLC (TIO) is to design, build, operate and eventually decommissioning the Thirty Meter Telescope (TMT). When complete, TMT will be one of the most powerful ground-based optical/infrared telescopes in the world, providing the capability to study exciting astronomical problems from the nature of extra-solar planets to the first stars in the universe. TIO consists of the California Institute of Technology, Canada, India, Japan, and the University of California.

The Astro2020 Decadal Survey report ranked the US-ELT Program (US-ELTP including TIO, GMTO, and NOIRLab) the top priority for ground astronomy.  As such, TIO is working with US-ELTP to enable the U.S. National Science Foundation’s investment in both telescopes with broad access for the entire U.S. astronomy community.

The TIO Project Offices are located in Pasadena, CA, and Hilo, HI, USA. The development and delivery of the various telescope subsystems is distributed amongst the TIO partner institutions, collaborators, industry, and the Project Office. TMT is planned to be complete and ready for science operations in the mid 2030s.

Reporting to the Business Manager, the Schedule Manager will play a key role in the creation of TIO’s schedule, cost estimate and project controls management. Job Summary
The Manager of Scheduling is responsible for developing and maintaining the Integrated Master Schedule (IMS) that supports the requirements & optimum execution of the project and its stakeholders, including critical path analysis, resource loading, and Earned Value data compliance and reporting.  This person performs various analyses to accurately understand program or project status including those related to critical path & float, risk assessment, performance analysis, recovery planning, predictive analysis and what if & lead time/duration studies. The ability to effectively communicate is key to making clear and convincing recommendations, analyzing corrective actions and risk mitigations and ensuring the achievement of cost & schedule targets. Integral to this role is the development and maintenance of strong working relationships with all of the stakeholders involved in the scheduling process, data collection, statusing and reporting. This person will also lead TIO in the development, implementation & maintenance of scheduling procedures, processes and tools. 

Job Duties
  • Manage the development of forecasts and what-if scenarios; as well as accurate projections of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data
  • Support scope management and maintain the baseline scope, schedule, and budget in accordance with the Change Control process.
  • Responsible for development, monitoring, maintenance and reporting of the Integrated Master Schedule and the project baseline including analysis of trending schedule variances, quality control, risk management and overall project reporting
  • Work with Control Account Managers and project management in completing monthly progress updates including status reports and detailed analysis through the use of earned value management principles, techniques and tools.
  • Ensure Integrated Master Schedule is compliant with all Earned Value Management System requirements as defined in EIA 748 and GAO guidelines.
  • Develop and maintain the project’s processes, procedures, documentation, and tools relative to the Integrated Master Schedule.
  • Project schedule risk analysis and identification of potential schedule and cost issues.
  • As required, highlighting schedule risks and opportunities, identification and measurement of Key Performance Indicators and other project performance analysis and metric data.
  • Identify and maintain schedule interdependencies between stakeholders and across performing organizations.
  • Work collaboratively with TIO’s project controls staff to develop and maintain cost estimates and cost control/budgeting systems.

Minimum Requirements
  • Bachelor's degree and 8 or more years’ experience as a project scheduler or program master scheduler using tools & methods such as EVMS, IMS, Critical Path, Float, Predictive & other kinds of analysis.
  • Proficient in meeting the requirements of the most recent National Defense Industrial Association/ Electronic Industries Alliance (EIA) 748 guidelines as well as GAO scheduling and estimating guidelines.
  • Demonstrated experience in passing federal reviews of scheduling and estimating systems.
  • Experience with scheduling on both non-recurring & recurring projects/programs desired.


Knowledge, Skills & Abilities
 
  • Demonstrate strong verbal and written skills at a level resulting in customer confidence in accuracy of scheduling data.
  • Understanding and application of Critical Path Method scheduling practices.
  • Excellent understanding and working knowledge of Monte Carlo Risk analyses methods and software
  • Excellent computer skills including proficiencies in Open Plan, Primavera, MS Project, PowerPoint, Excel. Access, and Cobra experiences are desirable.

Salary Range: $135,000 to $225,000 annually
