ROLE
The Subcontracts Lead is responsible for developing, negotiating, and administering subcontracts for pipeline and infrastructure projects. This position manages the subcontract payments, change orders, and final accounts. A solid understanding of construction contracts and applicable provincial legislation is required.

KEY RESPONSIBILITIES
  • Work closely with the Construction, Project Management, Engineering, and other functional teams to ensure their deliverables meet the project requirements for subcontracts and/or purchase orders.
  • Responsible for the subcontract formation for designated packages of materials, equipment, and subcontracts required for construction of the project:
    • Development and maintenance of subcontract/procurement schedule.
    • Reporting requirements for formation activities.
    • Proponent identification and prequalification.
    • Preparing final bidder’s list.
    • Assembling RFP packages.
    • Soliciting bids.
    • Manage bid clarifications, matrix, and issuing addenda.
    • Facilitating pre-bid meetings.
    • Conducting bid clarification and pre-award meetings.
    • Receiving and evaluating proposals.
    • Lead the commercial and technical bid evaluations, analysis, normalizations, and provide recommendations.
    • Negotiations.
    • Obtaining subcontract award approvals.
    • Contract formation and issuance of executed subcontracts.
    • Ensure all contract deliverables are submitted (insurance, Work Safe BC certificates, health & safety, quality, and reporting requirements).
    • Facilitate kick-off meetings with subcontractors.
  • Issues internal requisitions for purchase orders.
  • Collaborate with the Prime Contracts Manager for any commercial issues related to the Prime Contract.
  • Ensure compliance with project quality, safety, and environmental requirements.
  • Managing subcontractor payments and change management.
  • Additional responsibilities and tasks in relation to contract management processes and administration will be assigned as the employee demonstrates proficiency and competency, leading to growth within the role and the opportunity for further career advancement.

POSITION REQUIREMENTS
Qualifications
  • Post-secondary education or certificate in supply chain management, contract management, quantity surveying, or related field. Prior experience in a similar role may be acceptable in lieu of these qualification requirements.
Experience
  • 6 years of experience in contract formation, negotiation, and execution.
  • Construction experience is required.
  • Contractor experience is required.
  • Experience managing different types of contracts, including, lump sum, unit rate, and cost plus.
  • Experience working on large scale pipeline and infrastructure projects and knowledge of the construction process by which the works will be undertaken.
  • Experience in business administration, legal, and finance.
  • Experience with Power Apps would be an asset.

  • Able to work in a team environment as well as independently with limited supervision.
  • Advanced knowledge of the MS Office Suite.

WORKING CONDITIONS
This position is based in our Calgary office. Travel to project sites is required.

The Subcontracts Lead reports to the Senior Commercial Manager.
