Victor 12 is actively hiring an Instructional Systems Designer (ISD) II/ Instructor to support the Veterans Benefits Administration (VBA) Employee Learning Inspires True Excellence (ELITE) Instructor Certification Program.  Victor 12 supports the Office of Human Capital Services (HCS) in their mission to provide training for those responsible for training technical job skills required to deliver benefits to our nation's Veterans, for leadership and professional development.   The ISD II/ Instructor role will be remote and require 25% travel.  

Job Summary

The Instructional Systems Designer II / Instructor will demonstrate instructor skills, including the ability to deliver classroom face-to-face instruction and virtual instruction, the ability to teach others to be face-to-face and virtual instructors, and the ability to evaluate face-to-face and virtual instructor skills. The ISD II/Instructor is responsible for developing training support materials and products, including analysis reports, design documents, instructional content, and courseware (according to the analysis, design, development, and evaluation phases of the ADDIE instructional design model). The ISD II works with some supervision from the Task Lead and/or Senior ISD.  

Key Responsibilities

  • Instructor and evaluator for approved instructor program
    • Provides effective classroom instruction (virtual and face-to-face) for an instructor development and certification program.
    • Mentors instructors how to effectively instruct others.
    • Prepares instructors to pass the program evaluation.
    • Delivers training in a virtual environment using one of the following tools: WebEx, Microsoft Teams, Adobe Connect, Zoom, or other web conferencing tools.
    • Evaluates instructor effectiveness using provided behavioral checklists and scoring rubrics.
    • Measures and evaluates effectiveness of training.
    • Reports course metrics. 
  • Instructional Systems Designer
    • Designs and develops lesson plans and course content following accepted instructional design methods.
    • Designs and develops instructional materials such as job aids and manuals.
    • Creates assessment questions that measure learning objectives.
    • Understanding of compliance and accessibility requirements (Section 508 (preferred) or others).
    • Provides recommendations for course modifications to increase instructional effectiveness and enhance program goals.
    • Works collaboratively with team members.

Minimum Qualifications
    • Bachelor’s Degree with 5+ years of experience in Instructional Design or other related fields, OR
    • Master’s Degree with 3+ years of experience in Instructional Design or other related fields. 
    • NOTE: Foreign university transcripts must meet accreditation standards by one of two national associations of credential evaluation services designated by the Office of Personnel Management (OPM) and the U.S. Department of Education: 
      1. National Association of Credential Evaluation Services (NACES). 
      2. Association of International Credentials Evaluators (AICE).
    • Instructor certification and /or course completion in instructor skills and 2 years related experience as a face-to-face classroom instructor and/or virtual classroom instructor.
    • Expert proficiency in MS Word, Excel, PowerPoint, and Outlook.
    • Demonstrated proficiency with storyboarding in tools such as Word, PowerPoint, etc.
    • Strong written and verbal communication skills with a solid grasp of English grammar and usage.
    • Ability to work collaboratively with others.
    • Ability to work independently with minimal supervision.
    • Ability to pass a background check and drug screen.
    • Willingness to travel 25% of working time approximately 5 consecutive days every other month within the continental United States or on as-needed basis.  
    • Ability to become an ELITE Certified Instructor.
    • Available during core hours 9:00 am to 5:00 pm EST
    • Obtain a PIV Card to support our client, US Citizen or Permanent Resident only

Preferred Qualifications
    • Recent U.S. military, Government agency, or industry-recognized Master Instructor certification.
    • Recent ISD experience working on Government contracts.
    • Demonstrate a history of regular, ongoing training delivery. 
  • Instructor/Evaluator
    • Previous experience conducting train-the-trainer courses.
    • Previous experience evaluating instructor effectiveness using behavioral checklists and scoring rubrics.
    • Previous experience providing actionable feedback.
    • Solid experience with WebEx, Microsoft Teams, Adobe Connect, or other web conferencing tools.
    • Familiarity with MS Access.
 
  • Instructional Systems Designer
    • Experience applying instructional design fundamentals to the preparation of instructional materials.
    • Ability to design course outlines and course design documents.
    • Experience developing learning objectives from client-provided content, job/task analysis reports, and/or other stated instructional goals.
    • Familiarity with Kirkpatrick’s four levels of evaluation to assist in the development of evaluation strategies.
    • Previous experience analyzing and incorporating student survey data into instruction.
    • Able to create storyboards for web-based training and virtual instructor-led training (VILT).
    • Experience with eLearning authoring tools (e.g., Captivate, Lectora, Articulate, or other).
