Victor 12 is actively hiring a Software Documentation Specialist who will be responsible for developing and maintaining software documentation and user guides, FISMA-related policies and procedures, and software system specifications.  The Software Documentation Specialist will be capable of developing and executing software test plans.

The successful candidate will provide application and systems documentation and develop pertinent materials used for knowledge transfer to Government employees.  This person will also provide documentation and user guides for software systems, develop and update NIST policies such as Access Control, Records Retention, identify and resolve documentation issues based upon user feedback, and collaborate with team members to implement changes. The Software Documentation Specialist ensures documents meet customer requirements in terms of functionality, usability, and clarity. Conducts independent verification and validation testing using software testing methodologies.

Minimum Qualifications:
  • Bachelor’s Degree in Computer Science, Software Engineering, Information Technology (preferred) or related field and six years of experience Or Master's Degree in Computer Science, Software Engineering, Information Technology or related field and four years of experience. 
    • NOTE: Foreign university transcripts must meet accreditation standards by one of two national associations of credential evaluation services designated by the Office of Personnel Management (OPM) and the U.S. Department of Education: 
  1. National Association of Credential Evaluation Services (NACES). 
  2. Association of International Credentials Evaluators (AICE).
 A successful candidate will have the following technical skills:
  • Microsoft Office applications (Word, Excel, PowerPoint).
  • Microsoft Visio or similar diagramming software.
  • Documenting and validating software user guides.
  • Documenting FISMA-required policies and procedures.
  • Documenting and testing CRUD operation on software.
  • Documenting and testing functional unit code.
  • Developing and executing integration test plans.
  • in Developing Software Test Reports.
  • Network and Internet Information System experience to support documentation development and quality audits.
  • Software code languages and syntax understanding to support quality code reviews such as HTML, JavaScript, ASP, and SQL.
  • Experience in coordinating with developers to demonstrate and recreate test findings.
  • Understanding of Software Development Life Cycle (SDLC) best practices and project planning/execution skills
  • Working in an Agile (SCRUM)
  • Using Azure DevOps
In addition, this position will require the successful candidate to:
  • Communicate and collaborate effectively with multi-functional teams and program managers.
  • Pass a background check and drug screen.
  • Obtain a PIV Card to support our client, US Citizen or Permanent Resident only
  • Work independently with minimal supervision.
  • Work remotely with excellent organization and communication skills.

Preferred Qualifications
Preference will be given for those with a working knowledge and experience in:
  • Continuous Integration/Continuous Deployment
  • Using Automated Testing Tools
  • Federal Information Security Management Act (FISMA) / Information Assurance (IA), NIST.
  • Familiar with developing/conducting software tests for applications developed using the following:
    • .NET (ASP.NET Core, ASP.NET MVC, ASP.NET Web Forms)
    • C Sharp (C#)
    • Visual Basic
    • HTML 5
    • CSS
    • Web API
    • SQL Server 2012, 2019 database
    • Database Stored Procedures (TSQL)
    • SQL Server Reporting Services (SSRS)
    • Section 508 Accessibility Compliance
  • Experienced in applications in a AWS, Azure or other Cloud Technologies.
