RATE OF PAY: $64,823 - $70,000 annual salary 

NATURE OF WORK 
The Management Analyst I performs analytical work to assist department management in resolving budget, administrative, and management issues. This role involves developing recommendations, writing reports, evaluating and identifying process improvement opportunities within enterprise information systems, and supporting strategic planning efforts.     

EXAMPLES OF WORK                                                               
  • Budget and Expenditure Management: Analyze, monitor, and manage budgets and expenditures for programs, projects, grants, and department functions. Prepare and review personnel actions, agenda items, budget changes, accounting activities, and other administrative functions to ensure compliance with City policies.
  • Process Improvement: Develop relationships with departments to identify and resolve issues, recommend improvements, and implement special projects based on findings. Conduct research, compile, summarize, and analyze data for special projects and planning. Document and present recommendations to management and other agencies.
  • Operational Analysis: Research and analyze operations, workflow, and work quality. Provide statistical analysis of departmental practices and methods. Conduct various tests and troubleshoot problems, identify areas of concern, and communicate effective implementation processes.
  • Strategic Support: Assist in the development of strategic plans for various City departments. Research funding opportunities, create grant applications, update budgets, and provide analysis for department functions.
  • Procurement Coordination: Coordinate the evaluation and purchase of services, capital assets, and equipment. Develop, write, and verify new or existing vehicle and vendor bid specifications. Research cost-effective products and services, and prepare and recommend contracts with appropriate vendors.
  • Systems Administration: Serve as the systems administrator for maintenance information system software, overseeing system maintenance, upgrades, user training, and workflow.

MINIMUM QUALIFICATIONS OF WORK
               
  • Education: Associates or Bachelor’s (Preferred) Degree in Public or Business Administration, Data Management, Accounting, Economics, Management of Information Systems, or a related field.
  • Experience: Three (3) years of experience in fiscal, administrative, operations, or management analysis. One year of experience in the public sector is preferred. A combination of education, experience, and training may be applied in accordance with City policy.

  • Knowledge of: Principles and practices of budget management, administrative functions, and strategic planning. Effective research methods and data analysis. Business process analysis and business intelligence techniques. Customer service and problem resolution. Occupational and environmental safety and health hazards.
  • Skills in: Reading, understanding, and applying relevant rules, ordinances, codes, regulations, policies, and procedures. Managing assignments effectively and responding to inquiries promptly. Working independently or as part of a team. Preparing and presenting various reports and documents. Operating a personal computer with relevant software. Effective interpersonal communication and conflict resolution.
  • Ability to: Perform a variety of duties and prioritize tasks to meet deadlines. Ensure appropriate levels of customer service. Collect and maintain accurate information and records. Communicate effectively both orally and in writing. Establish and maintain effective working relationships with employees, other agencies, and the public. Safely and effectively operate relevant tools and equipment.

PHYSICAL DEMAND
  • Light Physical Demands: Primarily involves desk work with extended periods of sitting.
  • Lifting and Carrying: Occasional lifting and carrying of files, documents, and reports weighing up to 20 pounds.
  • Manual Dexterity: Frequent use of hands and fingers to operate a personal computer, keyboard, mouse, and other office equipment.
  • Visual Acuity: Must have adequate visual acuity to read and interpret data on computer screens and paper documents.
  • Mobility: Ability to move within the office to access files, office equipment, and interact with colleagues.
  • Communication: Regularly required to talk and hear in order to communicate effectively with colleagues, management, and external parties.
  • Travel: May involve occasional travel to meetings, conferences, or other City departments.
  • Remote Work: Remote work may be available on an approval basis, subject to management discretion and departmental needs. Employees working from home must have a suitable workspace and reliable internet connection to perform their duties effectively.
               
WORK ENVIRONMENT
                Work is primarily performed in a standard office setting, involving prolonged periods of sitting at a desk and working on a computer. Regular interaction with various departments, management, and external agencies is essential for coordinating information and ensuring effective communication.
