PAY: DOQ ($89,546 MINIMUM ANNUAL SALARY) 

NATURE OF WORK
Under the general supervision of the Director of Finance, performs difficult professional, supervisor and administrative work related to planning,   organizing, directing, and managing the financial and auditing functions of the City to include financial systems and accounting as well as payroll..  Work involves advising the Finance Director and the Chief Operating Officer of the financial operations, investments, cash flow, and related through financial   reports,   analysis, and presentations. Work is reviewed for adherence to budgetary, fiscal and program policies, and the effectiveness of results.

EXAMPLES OF WORK
  • Assists in the maintenance of a central fiscal control system for the City in a manner consistent with established and accepted municipal management and accounting principles and practices.
  • Audits and reviews disbursement documentation of city  departments.
  • Provides Finance Director with timely and informative financial reports, analysis, statements on all aspects of financial operations.
  • Oversees payroll and accounts payable operations.
  • Manages city agency grants.
  • Confers with independent auditors during the review of the City's financial, workers' compensation, and related financial records. After completions of the annual audit, assists with the permanent closure of prior fiscal year books.
  • Performs related duties as assigned or required by the Finance Director.

MINIMUM QUALIFICATIONS OF WORK
  • Graduation from an accredited college or university with a degree in accounting, public administration or related field; CPA in Commonwealth of Virginia and/or CPFO certification is desirable. Minimum five years of responsible municipal finance experience.
  • Comprehensive knowledge of the principles and practices of accounting and budgeting, and their application to a wide variety of accounting transactions and problems as applied to municipal government; thorough knowledge of the principles, general laws and administrative policies governing municipal financial practices and procedures; thorough knowledge of office and auditing practices.
  • Ability to develop policies, procedures, and conduct long-range financial and capital projects planning; ability to prepare complex financial reports and express ideas clearly, verbally and in writing. Ability to plan and direct the work of subordinate employees.
