DESCRIPTION:

GENERAL DEFINITION OF WORK:
Performs intermediate administrative work performing detailed discovery and in-depth, objective, confidential evaluations and compliance audits and related fieldwork on all businesses operating a licensable or fiduciary operation in the City or on the property utilized by those businesses for property taxation; conducts discovery and audit selection and performs research to resolve taxation and licensing issues; does related work as required.  Work is performed under the general direction of the Commissioner of the Revenue.
PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally.  Work requires stooping, reaching, grasping and repetitive motions; typing/word processing requires the ability to perform repetitive tasks involving fine motor skills.  Vocal communication is required for expressing or exchanging information and instructions by means of the spoken word; hearing is required to perceive information at normal spoken levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound.  Visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.

ESSENTIAL JOB FUNCTIONS:
  • Regular, reliable attendance necessary
  • Conducts independent, objective audits of an entity’s financial statements through the use of third-party source documents, federal and state tax returns, excise tax filings, industry ratio analysis and comparisons and other related records for the purpose of attesting the fairness, dependability, and to determine their level of compliance with taxation and reporting requirements
  • Conducts discovery and client selection through the use of risk analysis, in-house client files, on-site visitation, observation and other related techniques and fraud identification processes
  • Issues summons for taxpayer records for compliance purposes
  • Assists business owners with questions regarding business licensing and taxes
  • Prepares and oversees the maintenance of records and the preparation of periodic and special reports
  • Issues new and renewal business licenses;
  • Assists with business personal property taxation assessment by applying assessed values to property by means of a percentage of cost
  • Assists taxpayers with state income and estimated tax returns, assists with screening and processing of state income and estimated tax returns in the absence of the deputy ordinarily tasked with that duty
  • Cooperates with the Treasurer’s office to reconcile discrepancies
  • Provides Notary Public functions to local citizens
  • Performs related work, as required
TYPICAL QUALIFICATIONS:
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of all types of business operations and accounting reporting processes, with a combined ability to interpret and apply technical, professional, and legal language; general knowledge of modern office practices and of standard office and accounting equipment; general knowledge of personal computers and associated hardware, software and peripheral equipment; ability to handle difficult customers; ability to work as a member of a team; ability to operate modern office equipment; ability to communicate effectively both orally and in writing; ability to perform general mathematical calculations; ability to interact and discuss legal interpretations and application of state and local taxation codes and ordinances with fellow deputies, Commissioner of the Revenue, business owners and operators, attorneys, and financial officers.
EDUCATION AND EXPERIENCE:
Bachelor’s degree with coursework in accounting, or related field and moderate experience in public accounting, or equivalent combination of education and experience.
SPECIAL REQUIREMENTS:
Requires the possession of an appropriate driver’s license valid in the Commonwealth of Virginia and acceptable driving record based on City criteria.  Employee is prohibited from participating in any outside activity which may be deemed a conflict of interest by the Commissioner.
