JOB TITLE:  GEOGRAPHIC INFORMATION SPECIALIST

RATE OF PAY: $46,690 MINIMUM ANNUAL SALARY

NATURE OF WORK
                This is advanced and skilled professional field and office civil engineering work. Work involves organizing and maintaining the City’s overall topographic base maps and GIS system; preparing plans and exhibits using computer software; developing and maintaining shared databases of maps, images, and ortho-photos for access through the City’s web site; developing and maintaining financial control systems to ensure compliance with local, state, and federal regulations; and supervising all phases of mapping projects and GIS activities.  Work also involves the application of paraprofessional engineering knowledge gained through training or experience in a variety of engineering and planning problems in the field or office.  Work is performed under the general supervision of the Public Works Director who makes general assignments and inspects work to ensure accuracy and conformity with accepted engineering principles. 

EXAMPLES OF WORK 
                 Prepares plans and exhibits using computer software for City officials and the general public for both commercial and industrial designs.
                Updates overall base maps of the City’s water, sewer, and electric utilities.
                Develops and maintains shared databases for other City departments use such as spreadsheets, maps, images, ortho-photos. 
                Acts as group lead in section of the Engineering Division supervising all phases of mapping projects and GIS implementation.
                Serves as survey party chief
                Compiles street maintenance and/or grant project data and prepares monthly, quarterly and annual reports for submission to the Director of Public Works, Finance Department, and the State.     
                Directs and participates in engineering research work including the preparation of deeds and easements for real estate acquisitions.     
                Operates computer, CAD station, plotter, and engineering copier, and surveying instruments.
                Maintains the engineering office operation; provides help and assistance to office visitors requesting mapping and/or deed information.
                Performs other duties as assigned.

MINIMUM QUALIFICATIONS OF WORK
                Considerable experience in clerical record keeping, drafting, and CAD/GIS operations; graduation from high school (or the equivalent), supplemented by two years of college-level course work or training in drafting, CAD, GIS, or engineering; or any equivalent combination of experience and training which provides the following knowledge, abilities, and skills:     
                Considerable knowledge of the principles, practices, and instruments used in CAD, GIS, drafting, computers, and record keeping.     
                Considerable knowledge of engineering maps, records, CAD/GIS nomenclature and symbols.   
                Thorough knowledge of the methods, materials, and tools used in the maintenance, repair and construction of public works facilities and related operations, including the safe use of the construction and maintenance equipment used in such work. 
                Ability to prepare reports, drawings, and drafting plots using computer, field notes and record drawings. 
                Ability to make complex decisions in accordance with established policies and procedures and perform with a minimum of supervision.
                Ability to make complex mathematical computations and tabulations accurately and with reasonable speed.
                Ability to establish and maintain effective working relationships with other employees and to the general public.
                Ability to maintain complex records and to prepare detailed reports from such records.
                Ability to be on call during off-duty hours when necessary.
                Ability to fill in for the Underground Utility Locator in his/her absence, using specialized locating equipment and working within the requirements of the Miss Utility Program of Virginia. 
                 Skill in the use of surveying, drafting instruments, and related equipment; skill in the operation of a computer terminal, PC (Microsoft Office Professional software), fax, copier, various type printers, and calculators.

Work is performed mostly in office settings. Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.
                While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear.
                The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

                While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.  The noise level in the work environment is usually quiet to moderate.
