Pacific Shipyards International (PSI) is searching for an experienced Senior Scheduler to join our ship repair team in Hawaii.

Position Summary
PSI is the largest privately owned shipyard in Hawaii, with two of the largest dry docks in the state. We have been in business since 1944 and have a large labor force of skilled craftsman with a full support staff of professionals who comprise of engineering, project management, QA, EHS, accounting, contracts, and human resources.

Pacific Shipyards is searching for a highly qualified Senior Scheduler to provide leadership and supervisory oversight of the Scheduling & Planning Team.  Ideal candidates will have 5+ years' experience working as a ship repair Scheduler/Planner or similar position and have a passion for business development while leading a team in a fast-paced, dynamic environment.  The Senior Scheduler will work closely with executive management, estimators, project managers, and production managers to support scheduling activities and recommend changes to improve the efficiency of planning and reporting to the customer.  

Essential Duties & Responsibilities
  • Develop, manage, maintain, and analyze Integrated Master Schedule (IMS)
  • Apply Earned Value Management System (EVMS) tools to assess project health
  • Coordinate and facilitate input from multiple project stakeholders to ensure schedules are integrated effectively.
  • Incorporate scope changes and other project schedule modifications, assess their impacts, and report accordingly.
  • Maintain and provide historical data for schedules, milestones, metrics, charts, and issues identified throughout the project lifecycle.
  • Establish and implement best practices for scheduling and EVMS analysis.
  • Ensure integration between scheduling systems and cost-accounting systems is maintained effectively.
  • Utilize in-house tools to assist with labor forecasting to advise the Estimating and Planning team on long-term enterprise strategies, considering contractual obligations and staffing risks.
  • Support bid/proposal processes and contract negotiations by providing enterprise-level EVMS analysis to senior management and program directors.
  • Review project specifications and contract documents to understand the work scope, scheduling, and reporting requirements.
  • Analyze and report on enterprise-level risks in schedules and budgets using EVMS metrics.
  • Generate and review labor projections, graphs, and reports.
  • Assist and train schedulers in developing and maintaining resource-loaded project/production schedules, utilizing scheduling software.
  • Work collaboratively with the Project Managers and Cost Analyst to support customer invoicing, schedule review, and impact meetings.
  • Ensure compliance with Navy Standard Items, contractual requirements, and internal procedures.
  • Participate in team and functional activities including training, coworker development, surveillance, tool evaluation, process management, and continuous improvement initiatives

Education/Training/Skills:
  • Bachelor of Science in engineering or related field or equivalent work experience
  • Minimum requirement of 5 years of ship repair or marine industry experience, required
  • Experience in Program Management, Master Scheduling, Production Scheduling, Program Scheduling, Project Controls, or similar fields
  • Experience working closely with Engineering, Construction, or Technical data, including documents, blueprints, and drawings
  • Proven track record in scheduling, planning, integrating, and participating in multi-million-dollar programs or projects
  • Proficiency in Microsoft Office Suite (Excel, Access, PowerPoint, Word, and Outlook)
  • Ability to support program management, integration, and control strategies effectively
  • Strong capacity to identify opportunities and risks within program planning and management
  • Experience collaborating across technical and functional teams
  • Skilled in facilitating group decision-making and resolving conflicts
  • Comfortable working and communicating with diverse teams
  • Excellent interpersonal and communication skills
  • Skilled at building relationships and working collaboratively

Qualification/Requirements:
  • Knowledge of Navy Vessels and ship construction methods
  • Knowledgeable of NAVSEA standards, as well as federal and state regulations
  • Thorough understanding of US DoD schedule policies and Earned Value Management Systems (EVMS) requirements
  • Experience in Defense (DoD), Government Contracting, Maritime, or Navy
  • Experience in DCMA/DCAA Compliance
  • Experience structuring MS Project, Primavera P6, or similar ERP/Scheduling system database
  • Experience in Program Management, Master Scheduling, Production Scheduling, Program Scheduling, Project Controls, or similar roles
  • Must show proof of your legal right to work in the United States
  • This position requires US Citizenship due to clearance required for base access
  • Must successfully obtain and maintain Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites
  • Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC)
  • All candidates must submit to and pass a post-offer drug screening and a background check before employment begins.  Failure to comply with any of these steps will result in disqualification.
