Reporting to the Vice President of Production, the Production Manager ensures that production efforts align with project schedules, budget targets, safety requirements, and quality standards. This role provides operational leadership to departmental superintendents, drives daily execution strategies, and promotes an integrated, cross-functional approach to workforce management.
The Production Manager plays a critical role in translating executive-level directives into actionable production plans, supporting frontline execution, and developing standard operating procedures to ensure repeatable and scalable results across all trades.

- Develop & meet productivity goals and quality standards.
- Manage and oversee the daily performance of all production trades, ensuring that execution aligns with project goals and strategic production plans.
- Collaborate with Project Managers, Planning, and Engineering to sequence work effectively, mitigate bottlenecks, and drive on-time delivery.
- Provide consistent guidance and support to department superintendents to maintain discipline in work execution, labor utilization, and safety adherence.
- Ensure Production Department Staff are constantly working to streamline production processes, reduce rework, improve department reliability, and deliver early on key schedule milestones.
- Provide systems for accountability for the management of Production Department resources, including labor, materials, and equipment, to ensure efficient financial performance.
- Maintain open communication with VP Production, Production Engineering & Planning Manager, and PMO staff to address operational bottlenecks and correct them quickly.
- Ensure that every member of the Production Department has clear & measurable tasks daily and provide a system for Production Department Management to provide daily feedback to all employees.
- Establish, enhance and maintain standard processes for the measuring and monitoring of department production rates, and providing standard rate information and feedback to Estimating.
- Ensure that all materials are ordered to support department schedules.
- Grows and develops Production Department capabilities to increase business opportunities, eliminate dependence on subcontractors, and ensure PSI maintains a competitive advantage in the dynamic ship repair landscape.
- Create systems for collecting and reporting Production Department Performance metrics across the organization.
- Strive for continuous improvement and encourage feedback from employees to drive improvements based on past projects to enhance performance.
- Embrace new technologies by introducing modern, efficient tools and technologies to improve productivity. Encourage employees to suggest and implement innovative solutions that can enhance efficiency and quality
- Works closely with the Project Manager(s) to ensure timely and cost-efficient completion of projects and/or jobs.
- Determines workforce staffing to maximize efficiency and meet project/department budget goals.
- Leads, trains, and develops Superintendents.
- Advises PMs on the status of all assigned projects, potential obstacles and delays and plans to minimize impact and beat project goals.
- Handle various administrative duties such as report writing, performance reviews, responding to email, interviews candidates, and form completion.
- Estimates time, manpower, and materials required for assigned jobs.
- Complies with requirements of the CBA.
- Assesses team member skills and provide necessary training opportunities as required to enhance or address deficiencies.
- Maintain alignment with the VP of Production on overall workload distribution, labor forecasting, and critical path planning.
- Champion cross-department collaboration, holding departments accountable to shared production goals and unified execution strategies.
- Support superintendent development by mentoring emerging leaders and reinforcing company culture, process discipline, and employee engagement.
- Lead daily production meetings and serve as a central point of contact for project execution issues.
- Provide input to estimating and planning teams regarding labor norms and performance feedback based on actual execution data.
- Enforce compliance with OSHA, NAVSEA, and company-specific safety policies and ensure corrective actions are implemented where needed.

Education/Training and Experience:
- High School Diploma or equivalent required; Associate’s or Bachelor’s degree in Industrial Trades, Engineering, or Business preferred.
- Minimum 15 years of progressive leadership experience in ship repair or a comparable heavy industrial environment.
- Experience managing multi-trade production teams and working in a unionized environment preferred.
- Demonstrated track record of delivering complex projects on time and within budget.
- Experience with US Navy Ship repair/NAVSEA regulation is preferred.
- Proficient with Word and Excel.
- Must be flexible in work hours.
- Extensive knowledge of ship repair processes.
- Knowledge of managing Federal Contracts.
- Ability to organize and prioritize to meet deadlines.
- Excellent communication skills, both verbal and written.
- Interpersonal skills, good attitude, and exceptional work ethic.
- Work requires establishing priorities and meeting deadlines.
- Strong technical background.
- Ability to write effectively and the ability to accurately communicate with all PSI employees.
- Ability to access, interpret, and apply government and industry standards, law, and corporate policy and procedures to aid in the management of the Production Department.
- Ability to organize and prioritize to meet deadlines.
- Strong leadership and communication skills with the ability to manage a diverse, fast-paced workforce.
- Advanced knowledge of shipyard production processes, planning strategies, and trade sequencing.
- Ability to analyze work plans, prioritize tasks, and resolve conflicts under pressure.
- Familiarity with Microsoft Office applications; ability to generate schedules, reports, and performance metrics.
- Organized, detail-oriented, and results-driven with a strong sense of urgency.
- Ability to effectively operate standard office equipment
- Good attitude; must be a team player.
- Candidates must have access to reliable transportation to get to work and other job sites on time for the start of shift
- Must be flexible in work hours
- Valid State of Hawaii REAL ID-Compliant Drivers’ License in good standing, Class 3 or higher or a valid U.S. Passport in addition to a valid Hawaii Driver’s License, if you do not have a REAL ID-Compliant Driver’s License.
Work Authorization/Security Clearance:
- Must show proof of your legal right to work in the United States
- This position requires US Citizenship due to security clearance required for base access
- Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC)
- Must be able to successfully obtain a Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites
