Capital District Transportation Authority (CDTA), the Regions number one mobility provider, is looking to fill the Construction Project Manager position.  Working at CDTA, you will be a part of a team that provides essential services to the Capital Region. 

Duties and Responsibilities

The Construction Project Manager will oversee and allocate resources for a number of construction projects, from buildings/garages to on-street transit infrastructure work. The Construction Project Manager will work closely with the Facilities, Planning, and Procurement Departments, along with architects and engineers to review final design and blueprints, develop schedule for the project, determine material and labor costs, negotiate with subcontractors and workers, schedule and manage workers on site, gather permits, ensure quality of work, and ensure compliance with applicable codes.

General Duties
 
  • Coordinate and administer construction projects from 90% design through construction and closeout including processing and administering all documentation in hard copy or electronic as required. Review and sign off on engineer and contractor invoices. Review all activity and formulate punch lists and Deliver Operations & Maintenance manuals upon closeout.
  • Prepare capital project budgets and schedules.
  • Maintain a daily presence during the construction project to oversee the general contractor to assure the project is being built in accordance to plan and specification.   
  • Provide review and comment on project concepts, designs, construction documents and project specifications.  Update Director of Facilities on project status on a weekly basis.   
  • Work in conjunction with all other CDTA departments to complete job duties and as the liaison between CDTA departments and engineers and contractors. 
  • Interface with all clients, end users, contractors, owners, city officials, code officers and permitting agency as required to fulfill permit issues and progress reporting.  
  • Obtain any required record drawings, files, documents required to complete a project. Visit municipal archives if necessary.
  • Participate in internal audits of projects and certified payroll records, internal processes and documentation as required.               
  • Work with CDTA Safety and Security Departments to develop projects.
  • Maintain and provide reporting for WBE/WMBE requirements.
  • Other duties as assigned

Experience and Education
  • Bachelor of Science Degree in construction related field (construction science, architecture, construction engineering/management, or similar) or a minimum of 10 years of work experience in commercial construction project management.
  • Must possess good working knowledge of all facets of site work, civil work, and building construction.
  • Must possess the ability to work with all stakeholders throughout the project such as CDTA employees, city officials, permitting agency, utility companies, property owners, general public, etc.
  • Experience in managing final design, bidding, and contractor selection for projects.
  • Experience in working on a wide variety of large and small projects from interior office renovations to street site/civil work, buildings and additions, etc.
  • Possess a working knowledge of applicable codes, laws, rules and standards.     
  • Must be able to fully understand blueprints and to review for fatal flaws, operational issues and cost saving measures.
  • Working knowledge of public construction practices and procurement procedures.
  • Ability to work with appropriate level of supervision.
  • Excellent verbal and written communication skills.  
  • Computer skills: Excel, Word, Outlook, Project, Visio.
  • Being on call after normal business hours for emergencies.

Compensation
Grade 518 ($81,023 - $99,658)
