CHIEF MEDICAL OFFICER
GRAND Mental Health is searching for a Chief Medical Officer (CMO). The CMO is responsible for helping to set the strategic vision and overall direction for medical practices and client care, consistent with the Certified Community Behavioral Health Clinic (CCBHC) model. The business- and clinically-minded individual will oversee clinical quality, quality of care, and the medical aspects of the physician and advanced practice provider (APP) medical organization, ensuring clients receive appropriate psychiatric evaluations, diagnoses, and treatment while adhering to ethical and regulatory standards, often including direct client care and supervising a team of medical professionals like psychiatrists and advanced practice providers. The CMO will report to the EVP and COO of GRAND Mental Health.
EDUCATION AND EXPERIENCE:
- Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) degree from an accredited medical school
- Board Certification in Psychiatry (preferred)
- Active and unrestricted medical license in the state of practice, with board certification in relevant medical specialty
- Active DEA License and an ability to obtain an OBNDD license and prescriptive authority in Oklahoma
- Certification in addictions (preferred)
- Strong capacity for complex analysis and problem solving related to program development, safety and quality protocols, strategic thinking, and administrative management including budget and productivity
- Experience in strategic planning and implementing organizational policies
- Significant experience in clinical practice including evidence-based practices, preferably in a behavioral health setting
- Proven track record of successful leadership and management in a complex healthcare environment
- Experience in healthcare administration, risk management, and performance improvement is highly desirable
KNOWLEDGE AND SKILLS:
- Expert knowledge of psychiatric diagnosis and treatment of persons with various behavioral health disorders including severe psychotic and mood disorders, PTSD and other anxiety disorders, personality disorders, and substance use disorders. Knowledge of educational techniques; personality theory and principles and practices of psychotherapy (preferred)
- Innovative mindset with a focus on continuous improvement
- Proven ability to collaborate with multidisciplinary teams
- Excellent communication and interpersonal skills
- Ability to make critical decisions under pressure, maintaining composure and sound judgement
- Must have working knowledge of mental health laws and practice standards

JOB DUTIES AND RESPONSIBILITIES:
This position is responsible and held accountable for the following duties:
Medical and APP Leadership:
- Provide direct client care, including psychiatric assessments, medication management, and ongoing treatment for new and existing clients (Preferred)
- Oversee Medical operations, ensuring quality standards are met across all treatment modalities
- Develop and implement clinical best practices, treatment protocols, and guidelines for diagnosis and treatment in Medical departments
- Lead the medical team, including psychiatrists, advanced practice providers, and other clinical staff, providing supervision and performance feedback
- Monitor and review client records to ensure accurate documentation and adherence to clinical standards
- Strives to ensure that all patients receive appropriate evaluation, diagnosis, treatment, medical screening, and medical/psychiatric evaluation whenever indicated, and that all medical/psychiatric care is appropriately documented in the medical record
- While not a requirement for this position, it is desirable that the CMO should maintain some clinical practice and be able to demonstrate clinical competency to peers
- Promotion of physician/administration initiatives to increase clinical provider engagement
- Position includes being on-call and ability to work flexible hours
Medical Quality Improvement:
- Conduct clinical reviews, case consultations, and peer reviews to identify areas for improvement and provide expert medical opinions on complex cases
- Analyze data to identify trends and implement evidence-based practices
- Develop and monitor key performance indicators (KPIs) related to clinical quality and client satisfaction for Medical related services
- Lead the development and implementation of quality improvement initiatives, including client satisfaction metrics and clinical outcome measures
- Assures the quality of treatment and related services provided by the organization’s medical staff, through participation (directly or by designee) in the agency’s ongoing quality improvement and audit processes, client and provider case consultation and review meetings and mortality and morbidity reviews
Strategic Planning and Business Operations:
- Identify opportunities for new programs and services to address emerging needs in the community
- Stay informed about current trends in behavioral healthcare and regulatory changes to ensure compliance
- Collaborate with the executive team to develop strategic plans for the behavioral health organization, including service expansion and program development
- Manage the Medical budget, ensuring efficient resource allocation and cost-effectiveness
- Lead negotiations for agency affiliations, establish external relationships for enhanced clinical services
- Monitor and enhance provider productivity, patient volume, and panel size in line with industry benchmarks
Compliance and Risk Management:
- Ensure adherence to all applicable laws, regulations, accreditation standards and ethical standards related to the practice of medicine and behavioral healthcare
- Monitor potential risks and implement strategies to mitigate clinical liability and safety concerns
- Assures psychiatric involvement in the development, approval and review of all policies, procedures and protocols that govern clinical care
Client Advocacy and Community Engagement:
- Promote client-centered care and advocate for the needs of clients with mental health and substance use conditions
- Provide advocacy and clinical perspective in support of the client-centered mission, vision, values and strategies of the organization
- Collaborate with community partners to identify and address unmet behavioral health needs
- Assume responsibility for resolving client incidents and reportable incidents, upholding the organization’s integrity
- Represent the organization in medical advisory boards, professional associations and community events
Staff Management and Development:
- Collaborate with learning department and provide ongoing training and education to clinical staff on best practices, new treatment approaches, and clinical documentation
- Select and supervise medical staff and other clinical professionals
- Evaluate physician performance, provide feedback, and address clinical concerns
- Foster a culture of collaboration and continuous learning within the clinical team
- Recruits, evaluates, and supervises physicians and advanced practice providers (including residents and students), supervises and oversees the peer review process
- Assist medical staff leaders in addressing communication, behavioral, and practice issues of privileged practitioners
- Supervises the clinical and administrative work of physicians and advanced practice providers
- Understands and promotes our Certified Community Behavioral Health Clinic (CCBHC) concept by providing or supporting community-based mental and substance use disorder services; advancing integration of behavioral health with physical health care; assimilating and utilizing evidence-based practices on a more consistent basis; and promoting improved access to high quality care.
- This job does require the selected candidate to possess a current and valid driver’s license, to have a clean driving record and reliable transportation
- Regular and predictable attendance is an essential job requirement.
- Employees must be willing and able to perform all job-related travel normally associated with this position
- Performs other reasonably related duties as assigned by the immediate supervisor or other management as requested
- Must meet “satisfactory” expectations at any scheduled job performance evaluation
KPIs:
- Provider appointment availability and completion: within 7 – 14 days for NEW / TIER Outpatient client chart opening: Target 80%, within 7 days for Crisis and ARC discharges: Target 85%.
- Co-Signing of ARC Detox admission E&M by a Physician within 24 hours of completion by APP: Target 95%
- Creation of a Medical Clinical Ladder with targeted participation: Target 30% eligible staff in Year 1
