Real Estate and State Income Tax Clerk, City of Martinsville Commissioner of the Revenue
Performs complex clerical and technical work in connection with processing real estate transfers and annual real estate assessments. Work includes assisting the public with information on real estate assessments, and other general questions; processing credits for the real estate tax relief programs; and providing assistance with state income tax filing.

ESSENTIAL FUNCTIONS:

Process property transfers, assisting the public with information on the properties and transfers;
Process tax relief applications and credits, tax assessment supplements and abatements;
Post data files and materials;
Conduct in-depth research on land records;
Prepare detailed periodic reports and summaries including the annual land book;
Assist the public with the completion of state income tax returns and process filed income tax returns according to state guidelines;
Receive citizens’ complaints and service requests and resolve them within the framework of established policies, procedures, laws and ordinances;
Prepare various correspondence;
Operate office equipment;
Perform various clerical duties as assigned.

QUALIFICATIONS:  Thorough knowledge of practices, principles, and techniques of real estate assessment and transfer; knowledge of standard office methods and procedures, business English, spelling and arithmetic; ability to operate standard office equipment; ability to learn assigned duties in conformance with applicable laws and policies; ability to establish and maintain effective working relationships with associates and public; ability to make basic mathematical calculations with consistent and precise accuracy.
Minimum 1 year of education or experience with real estate office or title office and general clerical experience. Associate’s degree or higher education preferred.

SALARY:  $29,100 - $31,894 Annually, depending on experience and qualifications.
