JOB TITLE:  PAYROLL/ACCOUNTING SPECIALIST
DEPARTMENT:   FINANCE
PAY RATE: MINIMUM ANNUAL SALARY $44,467.00


NATURE OF WORK:
Performs highly-skilled professional and administrative duties related to accounting and payroll activities of the City, Schools and all organizations for which the City is fiscal agent.  Provides advice and assistance to Finance Director in management of the Accounting Division’s functions.  Performs other duties as assigned.

EXAMPLES OF DUTIES:
Plans, coordinates, prepares and maintains payroll records/information as provided from Human Resources, City Departments, and outside fiscal agencies, ensuring timeliness and accuracy; reconciles activities with current State and Federal regulations; provides assistance to both administrators, co-workers,  and employees related to payroll functions.
Plans, coordinates, prepares and maintains accounting records/information as provided from City Departments, and outside fiscal agencies, ensuring timeliness and accuracy; reconciles activities with current State and Federal regulations; provides assistance to both administrators, co-workers, and employees related to all accounting functions.
Interprets City policies and governmental regulations regarding payroll and accounting functions; reviews financial system software releases/updates and takes necessary steps to process information according to new guidelines.
Verifies all payroll check writing, including the City Schools’; prints checks and deposit advices; reconciles settlements; generates related reports, including W-2’s, 1095’s and other related forms, and timely submission to required agencies; posts to general ledger; disseminates payroll and other related information to employees; reconciles and prepares monthly, quarterly, and annual reports as required;  and maintains records related to payroll.
Verifies, gathers, reconciles and prepares financial data; reviews and reconciles vendors’ statements as related to expenditure disbursements; verifies and maintains vendor information for 1099 tax reporting purposes; generates 1099’s for timely distribution and submission to required agencies; prepares journal entries for transactions and accounts.
Prepares, processes and reconciles general billing invoices, including printing and maintenance of records.
Performs related duties as assigned or required.

KNOWLEDGE, SKILLS & ABILITIES:
High school diploma or equivalent, supplemented by college level courses in accounting, and a minimum of three years’ experience in the processing of accounts payable and payroll/personnel records, governmental accounting, auditing or any combination of experience and education which would provide an opportunity to acquire the knowledge and ability required to complete the duties of the position.



Additional Requirements:
Working knowledge of the  payroll systems, personnel record keeping systems, and associated policies and practices, with special attention focused on current State and Federal requirements (especially ACA). 
Working knowledge and understanding of general accepted accounting principles and practices and ability to apply them to varied accounting transactions, again with special attention focused on current State and Federal requirements.
Ability to prepare complete and accurate reports, reconcile financial data in compliance with State and Federal regulations.
Ability to understand, interpret and explain policies, procedures, and systems to management, supervisors, and employees.
Ability to deal effectively with vendors, co-workers, and the general public.
Ability to orally communicate in an effective manner, with public and employees through written, verbal, and personal contact.
