Job Summary: The Senior Buyer reports to the Purchasing Manager, and is responsible for sourcing, negotiating, and purchasing from suppliers, contractors, and subcontractors.

Duties and Responsibilities:
Contract Management
  • Manages blanket purchase orders and negotiates contracts.
  • Negotiates, or assists in the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.
  • Monitors compliance with contractual agreements.

Vendor Management
  • Rates vendors, improves vendor performance, and reduces inventory.
  • Responsible for development of a system to evaluate vendor quotations, which utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery and service.
  • Tracks orders and ensures timely delivery.  Assists in the development/maintenance of supplier report card initiative.

Material Management
  • Works closely with Scheduling/Planning Department to ensure on-time delivery and timing.
  • Monitors stock levels and places orders as needed.
  • Works with relevant departments to manage inventory requirements.

Process Improvement
  • Prepares instructions regarding purchasing systems and procedures.  Assists in creating work instructions, documentation of duties.
  • Troubleshoots cost, quality and delivery concerns.

General Purchasing
  • Enters order details (e.g. vendors, quantities, prices) into internal databases.
  • Prepares reports on purchases, including cost analysis.
  • Reviews purchase orders for proper authorization and compliance with organizational policies and procedures.
  • Sources and maintains suppliers that provide high-quality products and services at a lower cost.
Minimum Qualifications and Experience:

     Knowledge Of:
  • Sourcing and supplier management.
  • Government contracts and requirements, including Export Control.
  • Process improvement in a manufacturing environment.
  • Working knowledge of metals manufacturing.
 Skilled In:
  • Excellent communication.
  • Negotiation and networking.
  • Exceptional operation of computing systems, including Microsoft Excel, Access, Outlook, Word, and PowerPoint.
  • Multi-Tasking in a fast-paced manufacturing environment.
  • The operation of enterprise software, such as Visual and/or Syteline is preferred.  Experience with Material Requirement Planning systems is preferred.
 Ability To:
  • Demonstrate strong negotiations with suppliers.
  • Effectively learn new software.

Education, Certifications and Experience:
  • At least 5 years of supply chain experience in an industrial setting.
  • High school diploma or GED required.
  • Purchasing Certificate preferred.
  • 4-year college degree in Supply Chain Management or a related field of study is preferred.
Work Conditions:
  • The noise level in the work environment is usually quiet to moderate but the employee will be exposed to higher noise levels when required to be in manufacturing areas. The individual may be exposed to moving mechanical parts, machinery, and vehicles when in the manufacturing areas.
  • Travel required in the local Albany, Oregon area between facilities.
  • As a federal government contractor, Pacific Cast Technologies, Inc. has restrictions for hiring foreign nationals into certain key positions within the company. This particular position requires U.S. citizenship.
  • Personal Protective Equipment (PPE) may be required when working in applicable areas within the plant.
Equipment Used:
  • Will use computers, ten key, calculators, phones, file cabinets, and all office-related equipment.
