The Superior Court of Fulton County Georgia (“Court”) has an exciting opportunity for an experienced Deputy Director – Human Resources.   This position will drive the development and day-to-day execution of the Human Resource team while setting organizational-wide HR strategies for the Court.  As a key member of the leadership team, the Deputy Director will lead the Human Resource initiative to provide an employee-oriented, high-performance culture that emphasizes ingenuity, quality, efficiency, and organizational growth. This individual contributes as a strategic partner in the accomplishment of departmental plans through initiatives that attract and retain talent, develop employees and leaders and align organizational goals and objectives.  This role reports to the Deputy Court Administrator for Business Services and Infrastructure.  

Superior Court is Georgia's busiest trial court of general jurisdiction.  The Court seeks to provide a forum in which legal disputes between citizens can be resolved in a fair and efficient process with attention to equal access, impartiality, efficiency, and safety.  After joining the Court, you will become part of a fast-paced team dedicated to providing the citizens of Fulton County with the service they deserve.

Job Summary:
Provides managerial support, manages special advisory committees or councils, financial management to include budget, procurement and contract management, policy development and recommendation and strategic planning for the Superior Court Administrator, Judges, Magistrates, and Senior Judges.

Essential Duties:
Confers with the Chief Judge, Superior Court Administrator and other senior executive management members in the development and implementation of strategic and operational plans, and participates in identifying and evaluating the long and short-range needs of the Court. 

Plans, organizes, directs and manages, directly and/or through subordinate managers, professional and technical personnel, the overall fiscal and human resources operations of the Court and directs the development and implementation of court-wide fiscal policies and procedures.  Interprets financial policies and procedures ensuring compliance with applicable laws, rules of court, requirements, and sound professional accounting and reporting practices.

Monitors, evaluates and interprets the effect of legal, technological and procedural changes related to administrative functions; evaluates their effect on Court activities and provides consultation and direction on policy, strategy matters and identifies necessary procedural modifications.

Oversees the analysis and preparation of complex studies, projects and reports pertaining to financial planning, budget projections and the protection of court assets. Analyzes, prepares and presents a wide variety of reports including reports and related correspondence. 

Establishes and maintains effective, collegial and collaborative working relationships with judicial officers, other senior executive management members, court employees, governmental agencies, members of the public and others encountered in the course of work.

Exercises tact and diplomacy in dealing with highly sensitive, complex and confidential issues, complaints and situations. Identifies sources for grant funding for various criminal justice projects, prepares grant applications, and coordinates grant subcommittee activities. Serves as an external resource to local government agencies, committees, and community groups.

Knowledge, Skills, and Abilities:
Requires knowledge of Principles and techniques of system design, development, and support. Current trends in Information Technology. Business processes, technology, and culture unique to courts. Basic knowledge of change management, training methods, and adult learning. Operating systems. Mainframe, midrange, client/server, and personal computer systems. Technical wiring specifications. Computer networks, data communications, and communication protocols. System administration. General office practices, procedures, equipment, and technology.

Requires skill in designing, developing and implementing complex computer systems. Leveraging technology to simplify and improve complex processes. Conducting system audits and usability testing. Engaging the user community to gather feedback and generate enthusiasm and support for technology initiatives. Writing program narratives, system test and data conversion plans. Supporting remote systems. Understanding, using, and explaining Court-specific computer applications to manage court processes, gather and analyze statistics, and create reports.  Evaluating software and hardware. Writing bid specifications and RFPs. Maintaining computers and peripherals.  Preparing reports and maintaining accurate records. Using spreadsheet, database, word processing, presentation, and other software.

Education and Experience:
Bachelor's or Master’s degree in Information Public Administration, Management, Business or Public Administration required; and five (5) or more years of experience in management of operations, and three or more years of experience supervising the work of subordinate employees; or an equivalent combination of education and experience.

Preferred Qualifications:
Master's Degree in Human Resource Management; SPHR, PHR, SHRM-SCP or SHRM-CP certification highly preferred.

Licensing Requirements:
May require a valid Georgia driver’s license.

Physical Requirements:
Work is typically performed in an office-like environment. May work in high conflict situations and with difficult, sometimes dangerous parties.  Positions in this class are typically required sitting, mobility, lifting, carrying, crouching, kneeling, reaching, twisting, grasping, pushing/pulling, talking, hearing, seeing.  Restrain a resident using non-violent crisis intervention.

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and /or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
