Position Title:      Contracts Specialist
Reports To:         Contracts Manager


Position Summary:
The Contract Specialist is responsible for reviewing and negotiating contracts, subcontracts, task orders, work requests or any other type of document necessary for day-to-day business operations. Other responsibilities include reviewing and understanding various contracts to ensure both parties are fulfilling the requirements of the contract, this may include identifying and addressing any shortcoming and to mitigate any issues. This position will require research into regulations to ensure contracts are updated and in compliance with all applicable guidance.

Essential Duties & Responsibilities:
  • Identifies the obligations of PSI and client within the contracts.
  • Identifies and provides contractual advice on identified risks and assist in the update of the project risk matrix.
  • Advises on whether changes are in fact variations to the contracts.
  • Examines unusual events to establish cause, effect, and liability.
  • Prepares, submits, and pursues variations in accordance with the contract and the procedures of PSI.
  • Reviews relevant incoming and outgoing correspondence to evaluate potential contractual liabilities or opportunity.
  • Promotes the need for contractual awareness within the Project Team.
  • Provides the necessary Bank Guarantees in accordance with the contracts.
  • Provides the necessary Insurance certificates to the client in accordance with the contracts.
  • Sets up invoicing process with the Cost Controllers in accordance with the contracts.
  • Provides expert advice to the Project Manager and assist in general coordination and administration of the project.
  • Assists Management in the preparation of PSI subcontracts.
  • Identifies and handles control of supplier changes when requested.
  • Perform other duties as assigned.

Education, Training & Experience:
  • Bachelor’s degree in business or related field, preferred
  • Minimum of 4 years of experience working with government contracts or equivalent work experience.
  • Shipyard/Industrial Experience valuable
 
Qualification/Requirements:
  • Must show proof of your legal right to work in the United States
  • This position requires US Citizenship due to clearance required for base access
  • Must be able to successfully obtain a Transportation Worker Identification Credential (TWIC)
  • Must be able to successfully obtain and maintain a Defense Biometric Identification System (DBIDS) Credential to gain access to federally controlled work sites
  • All candidates must submit to and pass a post-offer drug screening and a background check before employment begins. Failure to complete any of these steps will result in disqualification
  • Valid State of Hawaii drivers' license in good standing, class 3 or higher
  • Candidates must have access to reliable transportation to get to work and other job sites on time for the start of shift
