Education Requirements: Victim's Advocacy Specialist must have a Baccalaureate degree or be a Certified Alcohol and Drug Counselor (CADC). Qualified experience may be substituted for a degree. Victim's Advocacy Specialist must have training in rape, sexual abuse, prison rape elimination act, domestic violence, intimate partner abuse, human trafficking and childhood abuse training or be trained as soon as possible after hire.
Duties / Responsibilities: The Victim's Advocacy Specialist's primary responsibility is that of working with a participant who is a victim of rape, sexual abuse, prison rape elimination act, human trafficking, intimate partner violence, domestic abuse, and/or childhood abuse. This includes advocating for the participant, emergency legal assistance and support, education of rights, assisting with safety planning, referring to appropriate helping agencies, referrals to appropriate treatment sources. Victim's Advocacy Specialist will coordinate relationships among other human services agencies, consult with courts, the Department for Community-Based Services (DCBS), domestic violence shelters, law enforcement, and the public in general. Victim's Advocacy Specialist will continually assess the individual needs of their participants and reflect these needs in staff meetings involving various community partners, evaluations, treatment plans, and chart progress notes. Victim's Advocacy Specialist is responsible for the timely production of reports for program managers and the funding source, as well as time reports in accordance with center policy. Victim's Advocacy Specialist must demonstrate respect and non-judgmental attitudes toward participants in all contacts with community professionals and agencies. Victim's Advocacy Specialist will be available for additional duties as assigned by his/her supervisor.
Skills / Knowledge: The Victim's Advocacy Specialist must become competent in the skill and knowledge base that makes up the core Functions required by the CADC process in Kentucky. A working knowledge of the Twelve Step recovery process is required. The Addiction Program holds as its standard the skills, knowledge and attitudes as outlined in Addiction Counseling Competencies: The Knowledge, Skills and Attitudes of Professional Practice (CSAT TAP #21, 1998). This position is expected to develop and demonstrate competencies outlined in this document. Victim's Advocacy Specialist must also be competent in the skills and knowledge of rape, sexual abuse, prison rape elimination act, domestic violence, intimate partner abuse, human trafficking and childhood abuse. This person must have knowledge of the cycle of violence, the various types of violence, the effects of violence on victims and children, and current legal issues surrounding violence. Staff must know how to effectively develop personal safety plans and utilize community resources.
