Cost Analyst
​​​​​​Vision Centric, Inc. is searching for an experienced Cost Analyst to provide cost-estimating support for the Rapid Capabilities and Critical Technologies (RCCTO). The Cost Analyst will support the Planning, Programing, Budget, and Execution (PPBE) process with analytical assessments, analysis, and development of key documentation to support annual budget execution activities and milestone decision reviews. Individual will perform various cost functions involving the formulation, justification, and/or execution of costs (incurred or future) for organizations, programs, or projects.

The Army Rapid Capabilities and Critical Technologies Office (RCCTO) serves to expedite critical capabilities to the field to meet Combatant Commanders’ needs. The Office enables the Army to experiment, evolve and deliver technologies in real time to address both urgent and emerging threats, while supporting acquisition reform efforts. RCCTO reports to a Board of Directors led by the Secretary of the Army, and including the Chief of Staff of the Army, Under Secretary of the Army, Vice Chief of Staff of the Army, Army Acquisition Executive, and the Commander of Army Futures Command.

The Office executes rapid prototyping and initial equipping of strategically important capabilities to meet commanders’ warfighting needs, consistent with the Army’s modernization priorities. Beyond closing current capability gaps, the Office also aims to stimulate aggressive, proactive capability development and leverage disruptive technologies to meet Army strategic objectives.

 

 

Responsibilities
  • Develop life cycle cost estimates to determine the total cost of the program.
  • Analyze mission requirements to determine cost parameters, specific cost factors and relationships to be utilized in constructing cost models.
  • Provide advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives.
  • Refine and adjust cost models in response to changes in technical specifications, support requirements, design alternatives, engineering and operational trade-off proposals.
  • Develop Independent Government Estimates to support program management needs.
  • Review and validate PM life cycle cost estimates, independent government estimates and other cost studies.
  • Develop, review, and validate PM economic analyses.
  • Provide support in defending cost estimating methodologies. Utilize ACEIT in development and review of cost analyses.
  • Support Budget Formulation process.
  • Preparing estimates for changes in technical and/or funding baselines
  • Analyze mission requirements to determine cost parameters, specific cost factors, and relationships to be utilized in constructing cost models
  • Provide support in defending cost estimating methodologies
  • Develop life cycle cost estimates to determine the total cost of the program
  • Support contract cost estimating, financial activities, and processing reconciliations
  • Routinely provide detailed financial reports and documentation
  • Provide advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives
  • Develop Independent Government Estimates to support program management needs.
  • Evaluate impacts on program based on direction and funding adjustments

 

Desired Qualifications
  • Providing cost analysis and support to defense programs
  • Possess excellent data-gathering, analytical, and problem-solving skills
  • Strong verbal and written communication skills
  • Experience using Automated Cost Estimating Integrated Tool (ACEIT) in development and review of cost analyses

Required Skills
  • Active Secret level security clearance
  • Knowledge and skill in the application of policies, precedents, methods, and techniques of costing
  • Multitasking in a face paced environment
  • Required Travel: 10%

Required Experience
  • Bachelor’s degree in relevant field with 10 years’ experience providing cost analysis OR Master’s degree in relevant field with 8 years’ experience providing cost analysis
  • Experience with evaluating projects using different methods and options to determine the most cost-effective solution that meets the required specifications
  • Preparing independent government cost estimates.
  • Refine and adjust cost models in response to changes in technical specifications, support requirements, design alternatives, engineering, and operational trade-off proposals
  • Must have a thorough knowledge of Cost Accounting Standards and Generally Accepted Accounting Principles
