Contract Examiner- REMOTE
Works independently to perform duties as assigned and coordinates directly with the Leadership Chair and/or other members of the Acquisition Policy, Workforce and Data Management Group (APWDMG). Is adept at editing documents for format consistency and proper grammar. Possesses an in-depth knowledge of acquisitions and procurement reviews and has demonstrated organizational and communication skills.

Tasks

Must have the knowledge and expertise to perform the following tasks related to procurement actions:

For Peer Reviews:

  • Review all procurements for formatting, grammar, spelling, and mathematical errors.
  • Compliance with using mandatory templates correctly.
  • Ensure applicable approvals have been obtained.
  • Review for correct clauses in contract documentation.
  • Review for appropriate rationale in supporting documentation.
  • Ensure Federal Procurement Data System (FPDS) records have been completed correctly.
  • Ensure the finalized peer review is given to applicable contract staff for correction and comment.
  • Adjudicate the corrections and comments made by the staff.
  • File the adjudicated peer review in the appropriate place of record.
  • Must complete all reviews within 5 business days of receipt if not sooner (1-business day or same day for incremental funding modifications.) Urgent situations may dictate a shorter suspense.

For Contract Review Board Readiness Reviews:
  • Perform all Peer Review functions.
  • Provide the CRB members with notice that an action has been received for a readiness review.
  • Upload documents to be reviewed in the proper place of record prior to CRB review and prior to notifying cognizant CO/CS that comments are ready to review.
  • Schedule the CRB review, and any meetings required by the CRB.
  • Notify CRB Chair when CO/CS post CRB comments are ready for adjudication.
  • If CO/CS do not provide a slide deck, keep minutes of all strategy reviews.
  • Store all strategy review documentation in appropriate location.
Also:
  • Ensure contract files are created and maintained in compliance with the FSA Acquisitions’ File Policies and FAR 4.8, Government Contract Files.
  • Maintain a record of all reviews.
  • Perform other reviews related to the quality assessment of work performed by the contracting staff. Such reviews include, but are not limited to, FPDS audits, Contract Management Review, policy and procedure reviews, and impromptu compliance reviews.
  • Ensure documents are compliant with current contracting procedures and clauses as set forth in the Federal Acquisition Regulation (FAR), the Education Acquisition Regulation Supplement (EDAR), and FSA Acquisitions Policies and Procedures.
Education: 
  • Bachelors Degree
  • 10 years of Federal Government experience; experience in acquisition policy is a plus

Qualifications: 
  • Public Trust Position - National Agency Check with Inquiries (NACI) Clearance
  • effective oral and written communication skills 
  • must have proficient computer skills in Microsoft Office with a focus in Word, Excel, and Outlook, Adobe PRO, and similar office productivity software.
  • Experience using PD2 preferred
  • DAWIA or FAC-C certification preferred
