Position Responsibilities
- Review requisition package for adequacy, consistency, and compliance with administrative, regulatory, and procedural requirements.
- Prepare and issue solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulation.
- Use primarily firm fixed-price, time and materials, indefinite delivery, or similar contracts when historical and precedent data are available.
- Performs a full range of contracting duties and responsibilities for assigned acquisitions, which may include acquisition planning, pre-solicitation, negotiation and award, contract termination, contract monitoring, review of complex invoices, contract modification, performance monitoring and feedback, resolution of performance problems and payments and pre- and post-award contract review.
- Performs market research and analysis to develop new sources.
- Preforms post-award functions to include contract administration.
- Performs pre-award functions to include acquisition planning, solicitations, and negotiations.
- Establishes prime vendor or long-term contracts.
- Uses Multiple Award and Sole Source Indefinite Delivery Indefinite Quantity (IDIQ) strategic contracts to procure items for the customer’s mission.
- Prepares documentation for negotiations / discussions / awards by developing pre-negotiation positions.
- Negotiates terms and conditions (including price) and prepares business clearance documentation to ensure fair and reasonable prices.
Qualifications, Skills, and Experience:
- Specialized Experience:
- FAR Experience: 8.4, 12, 13, 15, 16, 36, and/or 37
- Acquisition Planning, Pre-Solicitation/Solicitation, Pre-Award, Award, Post-Award, Closeout
- Procurement package development: SOW/PWS, Market Research, IGCE, Justifications, Determinations and Findings
- Firm Fixed-Price, Cost-Reimbursement, Time and Materials, Indefinite Delivery
- Supplies/Commodities, Services, and/or Construction
- Sole Source, 8a, Limited Competition, Full and Open Competition
- Simplified Acquisitions, GSA Schedule competitions, Negotiated and/or Sealed Bids
- Systems Experience: Federal contracting writing systems, contract file management systems, invoicing/pay systems
- Bachelor's degree in any field of study (at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management)
- Certification: DAWIA or FAC Contracting Professional (or Levels I – III)
- Preferred: Certification: NCMA CFCM
- Minimum of 3 years of experience in federal government contracting
